The processing date Dec 74 is still visible (forgot to remove it, but I don’t think it’s very distracting) in the lower grass, so I imagine this is from summer of ’74. Not one but two American flags on display — so I’ll guess this to be around July 4, 1974. Perhaps there was a parade or event incorporating the scouts?
Location is their home, the familiar Lodi home on Evergreen.
