Here we find a young Judy DeVoe (Chapman) — Matt’s maternal aunt — estimated as around age 5, making this around 1946 — and it looks to be winter-time with the bare trees in the window reflections. Notice her mother Betty (see her in the window smiling!) — she (b. 1917) would be around 28-29 years old.
This was taken at 119 Bank St in Lodi, Ohio — a bowling alley at the time — you can see the address number on the door. There’s significant window/glass damage on the left.
The building has since been converted into a salon — as seen in the google map image below — and you can see the facade has been remodeled significantly, to make it hard to discern the original large-windows-and-wood character seen in the photo:
However, I did find one modern photo (undated) where you can see the building before renovation, with the same large windows and door front pictured in our photo:

As another fun detail, the reflection in the window (cropped and reversed) can be easily identified as this home (now business) across the street (117 Bank St).

The business across the street is Heffelfinger Insurance Agency, long time family business in Lodi spanning four generations since 1910.
Estimating the year as 1946 would make mom’s age as 28-29 because she was born in 1917.
